In libraries, especially public libraries, remember that you should always ask whether anything can be negotiated. You might be able to get time off for a conference, money for a conference, more vacation, more retirement funding, or something else. And just because a library used to negotiate salaries doesn't mean that library still does; likewise, just because a library didn't used to negotiate salaries doesn't mean they don't now.

In union and civil service organizations, there's usually not much (or any) room to negotiate, but that shouldn't stop you for asking. Maybe this is a non-union job....
